Receiving dossiers and returning results of settlement of administrative procedures via public postal services in the field of Health


President & CEO of Vietnam Post Mr. Chu Quang Hao and representatives of the Ministry of Health, the Ministry of Information & Communication together signed the Cooperation Agreement on the implementation of Decision 25/QD-TTg of the Prime Minister

Accordingly, the Ministry of Health, the Ministry of Information & Communication and Vietnam Post will cooperate to develop the procedures and implement the service provision of receipt of dossiers and return of results of settlement via public postal service for the administrative procedures within the management scope of the Ministry of Health. Particularly, the information network connection between the information technology application system of the Ministry of Health and the information technology application system of Vietnam Post shall serve the receipt of dossiers and return of results of settlement of administrative procedures via public postal service in compliance with regulations. At the same time, the Parties shall formulate and implement a communication program on the receipt of dossiers and return of results of settlement of administrative procedures via public postal service to organizations and individuals for their awareness and utilization.

Right after the MOU Signing Ceremony, the Ministry of Health will create favorable conditions for Vietnam Post to carry out its tasks related to the implementation of Decision No. 45/2016/QD-TTg. In particular, the Ministry of Health will closely coordinate with Vietnam Post to establish the connection between the information technology application system of the Ministry of Health and the information technology application system of Vietnam Post in compliance with regulations to deploy the receipt of dossiers and return of results of settlement of administrative procedures via public postal service. The Ministry of Health will also support Vietnam Post in organizing training courses to receive dossiers and return results of settlement of administrative procedures.

The Ministry of Health will also be deeply involved in the deployment of  the connection between the information technology application system of the Ministry of Health and the information technology application system of Vietnam Post  via the System connecting, interconnecting information systems at the Central and local level (NGSP) to serve the implementation of Decision No. 45/QD-TTg. The Ministry of Information & Communication will also be responsible for presiding over, coordinating and resolving problems of information network connection. 

 

Ho Chi Minh Post introduces the service of delivery of dossiers, test results to customer’s address

Being the unit in charge of providing the service of receipt of dossiers and return of results of settlement of administrative procedures via public postal service, Vietnam Post shall direct its units to coordinate with related authorities of the Ministry of Information & Communication and the Ministry of Health to draw up a plan for the effective implementation of the cooperation contents in compliance with the regulations. Especially, Vietnam Post ensures the security and safety of postal items in the provision of services; on time delivery of postal items as regulated; In case of delays, loss or misplacement of administrative papers caused by any reasons, the Post Office shall be responsible to coordinate with competent organizations, individuals and agencies in settling the consequences thereof; The Post Office shall bear all expenses for the re-issuance of administrative papers, service charges for the delivery of administrative papers and other related expenses as prescribed.

Vietnam Post will also coordinate with the Ministry of Information & Communication (the Authority of Information Technology Application - AITA) and the Ministry of Health to deploy the connection between the information technology application system of Vietnam Post and the information technology application system of the Ministry of Health as regulated at Circular No. 17/2017/TT-BTTTT in order to implement the receipt of dossiers and return of results of settlement of administrative procedures via public postal service.

At the same time, Vietnam Post shall preside over the organization of training courses on receipt of dossiers and return of results of settlement of administrative procedures for the Post’s employees; conduct communication in all forms to people and organizations about the service offered by Vietnam Post.
