Over 300,000 cases of issuance of Judicial record cards through postal service

Mr. Hoang Quoc Hung, Director of the National Judicial Record Center said that after there year implementing Decision No.19/QD-TTg dated 08th January 2015 the Prime Minister approving the Pilot project on the issuance of JRC through postal service and online JRC registration (Project No.19), in all over the country, 60/63 Department of Justice have deployed the procedure of issuance of JRC through postal services (of which, 11 Departments of Justice were assigned as pilot subject, 49 Departments of Justice actively take part in the pilot project).
From the deployment date of Project No.19 to 31st October 2017, Departments of Justice have received and resolved 300,634 cases of issuing JRC through postal services.
In addition to the implementation of the issuance of through postal service, the online JRC registration has been implemented at 51/63 Departments of Justice with 80,313/83,302 cases resolved for the issuance of online JRC registration.
The online registration helps to save time, effort and travel expenses for every people, especially those are living far from the province’s center or living abroad; contributing to cut down the cost for implementing administrative procedures. Regarding the authorities granted permission to issue JRC, the pressure of receiving administrative dossiers on the one-stop section has been reduced, improving the quality and efficiency of resolving cases, heading forward to a better service for the people.
However, the development of Judicial record database has been yet to meet the requirements of the Law of Judicial record, particularly in provincial area, as a considerable amount of Judicial record information remains unsolved, has not been updated into the database. Also, “negatives” in the issuance of JRC is still occurring in some area...
According to the Deputy Minister of the Ministry of Justice, Mr. Nguyen Khanh Ngoc, besides the results achieved, the amount of JRC issued in the last 3 years remains limited, thus, more efforts shall be made for communication and information to help people know, trust and use these procedures.
At the same time, it is important to ensure the balance between creating favorable conditions for people to obtain JRC and ensuring the accuracy and protection of privacy for JRC applicants; to thoroughly review the regulatory barriers to make specific proposals and recommendations; promoting the application of information technology to fulfill the tasks ...
