Vietnam Post safely pays 5,800 billion VND on postal network to national devotees

Total amount of payment to national devotees has reached 5,800 billion VND (~ $250 millions) since 2016 up to now. These figures were reported at the meeting held by Ministry of Labor, War Invalids and Social Affairs on December 17.

The payment method for national devotees is being renovated in a modern way in order to improve management efficiency and transparency as well as reducing the workload on administrative officials of communes and wards in the context of the Government streamlining staffs to cut the number by 10% from 2015 to 2021.  The Ministry of Labour, War Invalids and Social Affairs (MOLISA) has cooperated with the Vietnam Post to pilot paying preferential subsidies on postal network starting from 2016. Since then, the number of pilot locations has risen from 6 to 20 provinces and cities.

MOLISA’S recent survey revealed that the level of beneficiaries’ satisfaction on the new payment method was high. In most pilot locations, 99% - 100% beneficiaries were satisfied with the payment time, 95% to 100% with service attitude and responsibility and nearly 100% chose to continue using this payments method.

This postal payment model was also separated the payment task from target management, contributing to reduce the workload for payment officials to focus solely on their profession. As a result, the process of establishing the target’s profile has been speeded up and the quality of implementation was improved also, all while following closely with the policies of the Government on reforming administrative procedures and streamlining staffs

In particular, transparency was also achieved with this payment method as the separation of payment task with dossier consulting for beneficiaries also serve to avoid and risks that may occur in the payment process. Furthermore, the payment sources were strictly managed with greater safety.

The new payment method for national devotees was implemented by Vietnam Post on the basis of IT applications for pension and social security payments. Therefore, the new task does not create any difficulty for Vietnam Post. Additionally, Vietnam Post is responsible for various social security payments in the area, in cases where a person receives multiple payments (pensions, preferential subsidies for national devotees, social insurance allowances, etc.), Vietnam Post will compile the list of such beneficiaries so that all payments are made at the same time and the beneficiaries do not have to travel many times per day.

The system integration helps creating a social security database, in consistent with Vietnam Government's policy on IT application regarding social security, simplifying administrative procedures and dossier paperwork; improving the efficiency of state management, renovating the organization and promoting the provision of online public services in the field of social security, contributing to the development of e-government.
